I would lodge, I would introduce too that the Bill would impose a number of irritating, indefinite, and absurd restrictions on the trade of Chemists in Hong Kong, which might be enforced in a partial and even corrupt way, while there can be no reason why such trade should be subject to other restrictions than those found sufficient in England.
It should be added that Chinese do not believe in European Doctors; cases afford few to pay for them; they would therefore, in practice, be deprived by this Bill of a number of important, almost essential medicines which are perfectly understood and appreciated. Also, Visitors, travellers & ships (not carrying a medical officer) would be prevented from replenishing their Medicine Chests at Hong Kong as they are now in the habit of doing.
